Developing a Talent Bank in the National Health Service in Wales

Establishing a Talent Bank for the National Health Service in Wales (UK) was a business and government imperative.  The workshop will illustrate the process undertaken and how assessment centre methodology was incorporated into an innovative Development Centre design, underpinned by a learning framework to enhance leadership capability and supported by a web-enabled Learning TV Channel.  The presentation will also detail the integration of the Talent Bank process to include Assessment Centres for Chief Executives. The Talent Bank achieved the Health People Management Association, Human Resources Excellence Award 2007 and 2008 and Finalist for the Chartered Institute of Personnel and Development, Human Resources Award in 2008.

Christine Bamford
National Leadership and Innovation Agency for Healthcare

Christine Bamford is Director of Leadership for National Leadership and Innovation Agency for Healthcare Wales, delivering Succession and Leadership development across the Health sector under the brand Care to Lead. The leadership portfolio focuses on Chief Executives, Chairs, Boards, Top Teams, Physicians, Doctors and GPs, Nurses, Scientists, Pharmacist and Allied Health professionals. Care to Lead achieved the HPMA Award for HR Excellence in 2007 for the “Apprentice” style Development Centre and Academic Programme and in 2008 for the Succession and Talent Management Bank. The Succession and Talent Bank project has also been shortlisted for CIPD People Management Awards 2008. In addition the IT Skills training service for Wales achieved the 2008 National IT Skills Council Bronze Award.

Her previous role as the Director of Organisation Development, NHS, Welsh Assembly Government focused on leading organisational change, mergers, Chair/Chief Executive development, performance review, dissolution of statutory organisations and policy implementation.  Prior to the Welsh Assembly Government she was National Director of Executive Choice, the Senior Career Development Service for the NHS, delivered coaching, mentoring and consultancy support to Chief Executives and senior health professionals in a wide variety of organisations.

Christine is also a leading expert on mentoring, e-learning (achieving an Award for innovation in e-learning in 2006 and 2008) and the use of technology in delivering the modern learning solutions.

As part of her international portfolio Chris has undertaken a consultancy assignment for The World Health Organisation in the United Arab Emirates advising on their Nursing Strategy and Pay Career Grades. Acted as professional adviser to Baroness Uddin on Muslim Women development and Jordan Education Initiative on their Life Long Learning Strategy. She has also lectured extensively in the USA , Europe and UK on leadership development.  Chris holds a Master of Philosophy in Leadership development, has studied Strategic Human Resources at Stanford University , California , and Harvard University , Boston , USA . She has published a number of articles and abstracts.

Martin Lewis
Southwest Strategic Health Authority

Martin has been involved in training and development for 30 years and has worked in the NHS since 1991. He specializes in Management and Leadership development and is nationally recognized for his work on the design of competence based leadership development/assessment centers. Martin has lectured widely on the topic both in the UK and USA .

Martin was awarded a distinction for his Masters Degree dissertation on leadership competencies for clinicians. In addition, Martin has designed and managed a Medical Consultants leadership development program; assessment centers for Director level appointments and executive development programs for potential NHS Directors.

In 2006, Martin was appointed Associate Director of Leadership Development for the South West Strategic Health Authority.  He is responsible for the design, commissioning and co-ordination of management and leadership development programs covering a workforce of 120,000 with an annual commissioning spend of $2,000,000.  As part of a partnership agreement between the South West Strategic Health Authority and the National Leadership and Innovation Agency for Healthcare, NHS Wales, Martin acted as the Program Director for Medical Leadership Development in the principality.  Martin was previously a Director of NHSU, the corporate university for the NHS. Before joining the NHS, Martin was a founding Director of a training and organizational development consultancy.

Martin is a Visiting Fellow at Bristol Business School and a national assessor/moderator for the NHS Graduate Management Schemes. He is a Chartered Fellow of the Chartered Institute of Personnel and Development.
