Promotional Assessment Centers in Government
This presentation will revolve around
the development and implementation of two promotional assessment centers
for the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). In
response to a 1996 settlement agreement approved by the district court
for the District of Columbia and affirmed by the Court of Appeals (Stewart v. Rubin, Civil Action No. 90-2841-RCL), ATF implemented a
number of systemic changes in many of their human resource practices
associated with the special agent position, including the introduction
of assessment centers to their process to promote agents to first-line
and second-line supervisory positions. To date, both processes have been
implemented on five occasions, each involving the administration of four
newly developed content-valid job simulations.
